The Procurement unit of Offinso College of Education was formed in February, 2010 in line with Act 663 of 2003. Currently, the Unit is manned by one Procurement Practitioner that is; Mr. Yaw Asare-Boadu (MCIPS) who holds certificate in Logistics and Supply Chain Management and a full member of Chartered Institute of Procurement and Supply (CIPS) UK. He is the head of the Unit.
FUNCTIONS
The Procurement Unit is charged with the responsibility of carrying out all the procurement activities in the College. This includes:
- Provides advisory and technical support to Management of the College on all aspects and phases of the procurement and contract cycle.
- Ensures the implementation of procurement and supply chain policies and controls in the College.
- Ensures the implementation of public procurement and supply chain management in accordance with the public procurement Act 2003 (Act 663) as amended.
- Prepares the College’s Annual Procurement Plan.
- Preparation of tenders bids.
- Ensures contract compliance and performance management in the implementation of goods, works and services contracts of the College.
- Offers technical advice on disposal of obsolete and redundant assets.
Procurement in the College which is based on Act 663 of 2003 and its Amendment Act 914 of 2016 takes care of goods, works and services.
